The accident occurred outside Harstad when the tourist veered into oncoming traffic during adverse weather conditions. Geir Martinsen, the leader of traffic police in Northern Norway, acknowledged the challenges presented by the rising number of visitors on winter roads, stating, "There’s no doubt the rising numbers of visitors on winter roads are challenging."

In Norway, all residents and immigrants applying for a driver's license are required to pass a driving test that includes winter road conditions; however, rental car companies are unable to impose similar requirements on international tourists. This discrepancy raises concerns about the safety of both renters and other road users. Martinsen highlighted that the majority of traffic accidents in Norway are attributed to high speeds, driving under the influence, and a lack of attention.

To mitigate these risks, the tourism organization Nordnorsk Reiseliv is spearheading efforts to educate tourists about safe winter driving practices. They aim to increase awareness of the unique challenges posed by Norway's winter weather, particularly for those unfamiliar with the terrain and road conditions. Additionally, there are calls for enhanced public transportation options to popular tourist destinations, which could help reduce the number of rental cars on the road.
